Abstract: „This paper compiles and analyzes eight decades of regularization programs for undocumented immigrantsin OECD countries using a newly constructed dataset, RegMig, which systematically documentsthe key features of these policy programs. The database provides detailed information on each program,including the implementing country, the year applications were filed, eligible nationalities,announcement dates, the duration of the registration window, the minimum required period of priorirregular residence, the number of beneficiaries, and the type of regularization program. RegMigidentifies 159 programs implemented between 1945 and 2024, benefiting at least 17.93 million undocumentedmigrants. The paper contributes to the literature by offering the first comprehensive andcomparative overview of the design, scope, and evolution of regularization programs across OECDcountries. A case study focusing on Spain further illustrates the historical trajectory and policydynamics underlying regularization efforts.“
